Pour the heavy cream into a bowl.
Add 2 whole eggs, garlic powder, freshly grated nutmeg, and black pepper. Whisk everything together.
Chop the chives finely and add them to the bowl.
Finally, add the Lay’s chips and mix thoroughly. Let the mixture rest for 5 minutes.
Butter an ovenproof dish and grate half of the cheddar evenly over the bottom so it covers the entire dish.
Pour the cream mixture over the cheese. Arrange the chips evenly on top.
Sprinkle the remaining cheddar cheese over the chips.
Bake in a preheated oven at 160°C (320°F) for 35–40 minutes.
